Caruthers chairman of the Downtown Development Committee of the Shreveport Chamber of Commerce, told members of Downtown Shreveport Unlimited during a luncheon of the group at the Petroleum Club today.

The Downtown Development Committee chairman said a final report of his 60-man task force's study of the downtown area could not be made until the committee hears the expert opinion of architect, Tom Ventulett of Atlanta, Ga. Wednesday Marshall St. Chapel Interment Forest Park West Rose-Neath FUNERAL HOME By Dominicans Terrorists Given Final Proposal SANTO DOMINGO, Dominican Republic (AP) Dominican President Joaquin Balaguer has offered safe conduct out of the country to six terrorists holding U.S. diplomat Miss Barbara Hutchison and six other hostages in the Venezuelan consulate. He said that was the government's "absolutely final position." Balaguer's statement ruled out release of any of 37 political prisoners listed by the terrorists' leader, Radhames Mendez Vargas, when the episode began on Sept. 27, BALAGUER MADE the declaration in a speech broadcast to this Caribbean nation Monday night.

Until then, the government had demanded the uncondiditonal surrender of the leftist gunmen. The president said he was making the offer "in view of the fact that there are a certain number of women being held as hostages." Three of the seven hostages are women. They are Miss Hutchison, 47, the head of the U.S. Information Service in Santo Domingo, and two Dominican secretaries who work in the Venezuelan consulate. Balaguer said the government's policy from the beginning has been to save the hostages' lives.

He said the government has gone "almost two weeks'! without taking action "because we have been unwilling to risk IN NEWARK, Miss Hutchison's brother, James H. Hutchison said, "As long as they keep talking, we have hope. I never thought it would go on so long. Other hostages include the Venezuelan consul and viceconsul, a Spanish priest and a Dominican messenger. HE SAID the American, Spanish and Venezuelan ambassadors to Santo Domingo had informed the guerrillas that the Dominican government promised them their lives if they surrendered.

But Balaguer said that since the terrorists did not respond, the government "decided to go one step further and offer safe conduct to any country they wish under the protection of the American, Spanish and Venezuelan embassies" in Santo Domingo. Judge Rules for Ex-Bossier Woman Against Her Niece Judge Monty Wyche of the 26th District Court in Benton has rendered an approximate $45,000 judgement in favor of a former Bossier City woman against her niece, Mrs. Jewel K. Lewis, who is city clerk for Bossier City, The suit against Mrs. Lewis was initially filed in July, 1971, by Mrs.

Pearl Kay Woodward, who died in May, 1973, and involved some $25,000 in cash and jewelry estimated at about $20,000. JUDGE WYCHE initially ruled in favor of Mrs. Lewis on June 8, 1973, but the ruling was reversed by the Second Circuit Court of Appeals on March 19, 1974, and remanded for additional hearings. The state court ruled on the decision after an appeal on Wyche's early ruling was filed with the court by Cecile Kay Woodward following the death of her mother. According to court records, C.

He was ordained a Baptist port deacon in, 1920 and was a member Ingleside Baptist Church. Survivors include his wife, Mrs. Frances Cooper Clawson; two daughters, Mrs. Marvin R. Kines of Shreveport and Mrs.

Wilson Buys Track Site Acreage The remaining acreage of the former Sawyer Downs race track site at Benton, some 300 acres, has been sold for $502,000 by Louisiana Downs, to Robert C. Wilson, general manager of the Louisiana Downs. Prior to construction of its $20 million facility at the present U.S. Hwy.

80 site, Louisiana Downs, formerly Mrs. Woodward prior to her death testified she gave Mrs. Lewis $12,000 in cash in April, 1970, another $25,000 in cash in June, 1970, and some $20,000 worth of jewelry to "hold for her as safe keeping during the time Mrs. Woodward was having marital problems." MRS. LEWIS denied she received the $12,000, but did acknowledge in court receipt of the $25,000 and the jewelry but said she had understood Mrs.

Woodward was donating the items as manual gifts. In its ruling the Second Circuit said the burden of proof on the plaintiff's part had not been shown on the $12,000 but that the remaining amounts "did not constitute manual gifts." Included in the jewelry was a number of diamond rings, necklaces and bracelets as well as an opal cluster ring and earrings. Earlier this year Louisiana Downs sold some 77 acres, located on the west side of Benton Road south of Benton, to Kimberly Rex Ellsworth. Wilson said he had no immediate plans for the 300 acres but said he is inquiring with other investors as to the possible future location of a horse training center on the site. The invention consists of a game played on a board which has a number of rectangles marked in rows and columns next to each other. Each rectangle has a flag of a different nation.
